BERLIN – German Foreign Minister, Heiko Maas, said he believed there was an understanding between Turkey and Russia that any withdrawal would be step-by-step to maintain balance.
Speaking during a press conference after the Berlin Conference was convened, Maas pointed out the such balanced withdrawal is complicated and “would not happen overnight”.
