Benghazi – The Ministry of Civil Service of the Libyan Government has addressed all ministries, authorities, institutions, departments, and administrative centers, calling on them to discuss the memorandum on reforming the public service system and to evaluate Labor Relations Law No. (12) of 2010, in coordination with the legal offices and public service experts in each entity.
This measure is part of the Ministry’s efforts to reform and modernize the administrative and legislative system governing the affairs of employees in the state’s administrative apparatus, by studying the observations and proposals contained in the memorandum, in preparation for compiling them and referring them to the Ministry for further action.
In an official statement, the Ministry clarified that the goal of this step is to prepare a comprehensive vision for public service reform and to address the problems arising from the application of Law No. (12) of 2010. This law combined the employment conditions of workers in both the public and private sectors, leading to an overlap in concepts and a divergence in responsibilities, which has negatively affected the smooth operation of public facilities.
The Ministry affirmed that re-evaluating this law has become a national necessity, based on practical application and accumulated experience in managing public service affairs, which will enable the development of a more efficient and just legislative framework.
It also noted that the observations received from public entities will later be presented to the Council of Ministers, which will propose the formation of a specialized committee to summarize and draft them into a comprehensive memorandum. This memorandum will then be referred to the House of Representatives to consider the necessary actions for developing the legal framework governing labor relations and public service.
The Ministry of Civil Service stressed that this project represents a fundamental pillar for reforming the state’s administrative apparatus. It aims to unify the legal framework for public sector employees and to achieve justice and job stability, thereby contributing to the enhancement of efficiency, integrity, and transparency in the performance of public institutions.
