New York – The Special Representative of the Secretary-General and Head of the UN Support Mission in Libya, Hanna Tetteh, addressed the UN Security Council. She reported that the House of Representatives and the High Council of State have made no progress on their commitments. These commitments are part of the roadmap launched by the mission last August. Tetteh announced the mission’s intent to assign a small group to resolve two key steps in the roadmap. The two councils failed to reach a consensus on these steps.
In her periodic briefing on Wednesday, Tetteh expressed regret. No tangible development occurred between the two councils regarding the roadmap or the selection of the High National Elections Commission board. She emphasized that the two institutions are either unable or unwilling to complete the first milestone of the roadmap.
Tetteh stressed that the world cannot wait indefinitely for the two councils. She revealed the mission’s plan to form a small group tasked with resolving two fundamental steps. These steps involve forming the election commission board and amending electoral laws to prepare for elections.
The UN envoy noted that if this small group fails, a broader meeting will be necessary to move forward. She indicated that the UN mission has the opportunity to use tools within existing Libyan agreements to break the deadlock. Tetteh confirmed she has already held consultations with Libyan parties regarding the mission’s upcoming plan. This plan specifically addresses the first two points of the roadmap.
