Sirte – In a strategic move aimed at redrawing the commercial map and enhancing investment attractiveness, the Libyan government has announced a new package of economic incentives targeting the Sirte Free Zone Port, featuring wide-scale tax and customs reductions.
Under Council of Ministers Decree No. (28) of 2025, a comprehensive 70% exemption has been approved on all customs duties and taxes imposed on goods, commodities, and services, whether imported or exported through the port. This decision effectively entered into force as of November 1, 2025, and will remain in effect for two full years.
Boosting Competitiveness and Lowering Prices
This decision positions the Port of Sirte strongly against regional and international competitors, as these exemptions are set to lead to a tangible reduction in shipping, transport, and logistics costs. This direct cost reduction is expected to reflect on the Libyan market, promising a potential decline in consumer goods prices and revitalizing internal trade activity.
The decision targets a broad spectrum of beneficiaries, including local and international companies, importers, and exporters, encouraging them to adopt the Port of Sirte as their primary choice for transit and distribution.

Immediate Implementation
The government decree stipulates that it becomes effective immediately upon issuance, canceling any previous decisions or provisions that conflict with its terms. It directs all concerned and supervisory authorities to ensure rapid implementation, guaranteeing that the commercial sector benefits from these advantages without bureaucratic delay.
